This case with the 13 and 22 years olds is strange - there has to be other aspects that we are not told. There have panic disorders been a couple of panic disorders cases of under-age sex that I remember reported panic disorders in Sweden (concerning both girls and boys) where the adult party was punished suitably - so the laws are there. But remember, although a generalisation, compared to other countries children grow up a bit more slowly in Sweden. In a lighter vain, we expect adults to manage their hormonal instincts.
