The only such act that has been attested in this case is oral copulation, and that is indeed a crime with a maximum sentence of one year in jail or woman boy sex prison. I believe there is an eight-year woman boy sex statute of limitations (the clock starts when the minor becomes of age), so I think the Gropenator gets off scot-free on this one. This woman boy sex is all embarrassing to Arnold and his wife, but remember, he was elected in spite of well known instances of illegal substance abuse and of groping women against their will. So I don't think it's really all that relevant to California politics per se. I think the whole bribery/pay-off issue is much more important, and this oral-copulation with a sixteen year-old does make the whole thing more interesting to the media and its jaded public.
