Dr. Hatcher is a world respected teenage sexuality and contraception expert. Generally, I believe it means any kind of sexual activity that doesn't involve penetration years of penis into vagina. Those activities would include: fellatio years cunnilingus fingering kissing fondling dry humping etc. Dr. Hatcher's (and others) theory is that if teenagers participate in outercourse, there won't be any chance for pregnancy. The problem is that as outercourse heats up, then intercourse can occur.
